Mexico, Central and South America, parts of the Caribbean are all part of Latin America. There is also a large Latin American culture in the United States, such as the Southwest, New York City and Miami.

Do people who speak spanish understand when someone latino is not speaking spanish properly?

Not like broken English or a foreigner trying to speak it. Like Ebonics or a latino not educated properly to speak the language. Can a person who learned Spanish (2nd language) tell the difference when a hispanic speaks it properly and a Hispanic who speaks spanish ebonics?
